1. I've stood in Jim's shop at Roll Cage Components and he cranked out two cages for the speedycop team in about 1 hour 15 min. They cost $700 and $650 respectively. we talked about the real costs of running a professional roll cage shop, yadda, yadda, etc, etc. and he broke it down that after electricity, mill, and bender maintenance, etc, the business only clears about $100-120 on a pre-bent and shipped cage, sure we get them "while we wait" because we can drive down, talk, and help (slow him down).
2. IDK, depends. Spank's America cage was a lot lighter than the crazy five-foot long 2.5" sliders that I welded into the Honda-accordion for Speedy. YMMV here.
3. What is costs to install it after that is all up to the install team. We caged Spank's America at the track in about 10-12 hours, but that included a lot of patching and fiddling, and there were a few of us. On a different car, with one other builder and two welders, he and I did all of the heavy lifting on an e36 in two days. So your measurement of 20 man-hours might come a little short, likely more like 30+ for the bulk of the work isn't a bad measurement. Factor in that a cage takes about 40ft2 of 75/25, about 10lbs of wire for MIG, $20 in tungsten and $20 in steel for TIG, and about $50 in grinding/cutting consumables (wire wheels, flap wheels, port-a-band blades, drill bits)
This and the fact that they are paying for shop space is why cage builders charge good money for their work.

When taken care of properly, they can live anywhere from 8 to 12 years, maybe longer. Have you thought about what your son will be doing, and who will be taking care of the budgies 10 years from now?Budgies are very smart, social creatures. They need daily stimulation, meaning they need toys to shred, different materials to shred, new and interesting things in their life. This will cost money and effort on a regular basis. They also need various perches of different textures and materials to keep their feet healthy. A lack of variety in perches can lead to skin and joint problems on their little feet.Have you looked into household dangers when keeping birds? Birds have very sensitive respiratory systems and that means, no candles (except 100% beeswax with cotton wicks), no non stick Teflon pans, no aerosols like hair spray, deodorant, no harsh chemical cleaning agents like bleach, no febreeze, no scented plugins. Basically, anything listed above and similar cannot be inhaled by your birds. If you have Teflon pans, you need to get rid of them. The fumes produced when overheated are deadly and will kill a bird. It's a whole lifestyle change.Also- they need sunshine just like you and me. I would take them out in a travel cage for regular sunshine 1-3 times a week 20 minutes or so at a time. If you can't take them out, you need to install full spectrum lights.What about vet care? Have you looked into certified avian vets in your area? Those little birds can hide their illnesses very well, and their poop and activity must be monitored daily for signs of illness. If anything is slightly off, you must go to the vet as they can get fatally ill very quickly. This means, $. A vet fund for emergencies.There is a LOT to keeping birds, and I just want you to be aware of the responsibilities you'll be facing before you make a potential 10 year commitment.
